5 NYPD employees arrested in separate incidents

NEW YORK (AP) — Five New York Police Department employees, including three police officers, have been arrested in separate incidents on charges including driving while intoxicated and unlawful surveillance.

Off-duty police officers Joseph King and Dennis Munge were each charged with driving while intoxicated on Sunday in Queens. King was also charged with leaving the scene of an accident and refusing to take a breathalyzer test.

Off-duty NYPD administrative aide Curline Brown was arrested on Saturday in the Bronx and charged with criminal possession of a controlled substance.

Two employees were arrested in the Bronx on Friday. Officer Miguel Gomez was charged with unlawful surveillance.

NYPD traffic agent Denise Johnson was charged with obstructing government administration, criminal possession of a weapon and criminal possession of stolen property.

Cyprus bailout deposit tax rattles markets

LONDON (AP) -- Stocks around the world and the euro fell sharply Monday as investors fretted over a plan to tax depositors in Cypriot banks as a way to partly fund a bailout of the Mediterranean island nation.

Although Cyprus accounts for only around 0.2 percent of the economic output of the 17 European Union countries that use the common euro, the tax on depositors was a significant policy shift that has stoked fears of bank runs in other troubled European economies. Cyprus residents already emptied virtually all ATMs on the island in a weekend bank run.

"If European policymakers were looking for a way to undermine the public trust that underpins the foundation of any banking system they could not have done a better job," said Michael Hewson, senior market analyst at CMC Markets.

Since the European debt crisis began in late 2009, savers have been spared. But the bailout of Cyprus, agreed to early Saturday, foresees a 6.75 percent levy on deposits below €100,000 ($130,860), rising to 9.9 percent on those above.

The Cypriot Parliament has to back the proposal for it to pass, and lawmakers have called it an unfair blow to small savers, since deposits around the eurozone have been guaranteed up to the €100,000 level. The vote was postponed for a second time as lawmakers discuss possible changes to the tax rates, with the Parliament speaker saying it will now take place Tuesday.

One new proposal would make the tax more graduated: placing a one-time 3 percent levy on deposits below €100,000, rising to 15 percent for those above €500,000.

"The bottom line is that it's very finely balanced and the success of the vote will depend on what tax breakdown goes before Parliament," said Adam Cole, an analyst at RBC Capital Markets.

The prospect of further uncertainty weighed on markets.

In Europe, the FTSE 100 index of leading British shares was down 0.7 percent at 6,447 while Germany's DAX fell 1.1 percent to 7,959. The CAC-40 in France was 1.2 percent lower at 3,799. Cyprus' stock exchange was closed for a bank holiday.

The euro was taking a pounding too, down 0.9 percent at $1.2925.

If it backs the levy, then Cyprus would be eligible for a €10 billion ($13 billion) financial rescue from its partners in the eurozone and the International Monetary Fund. It's the first time that deposits have been tapped to fund an EU nation's bank bailout.

German finance minister Wolfgang Schaeuble said a "no" vote by Cypriot lawmakers would have huge repercussions in the country.

"Then the Cypriot banks will no longer be solvent, and Cyprus will be in a very difficult situation," said Schaeuble, who insisted that every country involved in Europe's debt crisis is different. In the case of Cyprus, he said bank owners and investors had to participate in the rescue.

"It can't be done any other way if we want to avoid insolvency," he said.

Cyprus' banking sector is about eight times the size of the economy and has been accused of being a hub for money-laundering, particularly from Russia. That's why many European officials wanted to have the banks' depositors involved in the cost of the bailout.

The uncertainty over Cyprus dented confidence across global markets.

In the U.S., the Dow Jones industrial average was 0.5 percent lower at 14,441 while the broader S&P 500 index fell 0.8 percent to 1,548.

Earlier in Asia, Japan's Nikkei 225 index slid 2.7 percent to 12,220.63, while Hong Kong's Hang Seng dropped 2 percent to 22,082.83.

Oil prices were also under pressure, with the benchmark New York rate $1.24 lower at $92.21 a barrel.

Florida university shut after apparent suicide, bombs found

ORLANDO, Florida (Reuters) - The University of Central Florida closed its main campus in Orlando on Monday morning while police investigated an apparent suicide and a number of bombs found in a residence hall, the school said.

Campus police received a fire alarm and then a 911 emergency call "regarding a man with a gun" early Monday morning, according to the university, which is one of the largest in the United States.

When police officers arrived, they found the body of a male student with an apparently self-inflicted gunshot wound and closed the seven-story residence hall. Police found a handgun, an assault weapon and a bag containing explosives in the student's room, said university spokesman Grant Heston.

At 2:09 a.m., police sent students a text message alert that the residential Tower 1 dormitory, home to about 500 students, would be evacuated due to a "suspicious death."

Another text alert at 2:46 a.m. reassured residents that there was no threat.

"It was clear at that point that there was no imminent threat from a live shooter, which is the first thing you worry about," Heston said.

Classes were canceled on Monday morning but were set to resume at noon, university officials said. Monday was the first scheduled day of class after spring break, students said.

The Orange County Sheriff's bomb squad was on campus, and the FBI was assisting the university's police department.

Heston said the dead student lived in a suite with three roommates and that it was unclear what he planned to do with the weapons.

Residents, some wrapped in blankets or in sleepwear, were sent to another building on campus for food and counseling. Other dormitories were not evacuated.

Kathryn Wood, a 21-year-old junior from West Palm Beach, said she heard the fire alarm shortly after midnight, grabbed some money and went next door to a pizza restaurant to eat and wait the situation out.

A police officer with the biggest gun she had ever seen dashed into the restaurant and ordered everyone to leave immediately, Wood said. "It scared us all."

Students were first sent a block away across the main campus loop road, then told to move back farther, to the student center, Wood said.

Sophomore Justin Love, 19, said he was about to fall asleep when he heard the fire alarm, but took the disturbance in stride.

"The way I look at it is, it didn't blow up," Love said. "We're still here."

The university has an enrollment of about 60,000 students, including those at satellite campuses and online.

A student, Laura Vickers, posted a message on the school's Facebook page, calling the incident a tragedy.

"I am sad to say a UCF Knight took their own life today in Tower 1," Vickers wrote in a post that appeared around 8 a.m. "Despite the ... devices found in the student's room this loss was a tragedy.

"This week I encourage all UCF students to lend a helping hand to a roommate or friend or contact someone you haven't spoken to in awhile. Life is precious and it can end in the blink of an eye."
